Issue

The problem with this skill lies in its cast time. Currently, you need to cast a 4 second spell every 30 seconds which can't be easily quickcasted by weapon mods, leading an already conditional spell to be very easily countered before you can even get the spell off.

Suggestion

Decrease casting time to 2 seconds.

Tweak this skill a bit?

It's underused, not viable as a res because you need to cover it and keep recasting it to keep the person alive, costs a lot and has a 4 sec cast time.

Now, it really depends on how you look at this skill. Is it another wierd res, like Death Pact Signet, or is it a skill which temporarily exploits a dead comrade to give you a super fighter (like a minion spell but better, only you can't res that person while they're helping you). I think that the latter is how it was originally meant to be - like summoning a creature (like Summon Mursaat et c.) but it's one being controlled by an actual person.
Try something like:
Vengeance Vengeance. 10 Energy 3 Activation time 25 Recharge time.
Enchantment Spell. Bring target dead party member back to life at full Health and full Energy. For 30 seconds, that party member deals 16...26...28% more damage. When this Enchantment ends, target party member dies and all nearby foes take 10...50...60 holy damage. Deaths while under the effects of this Enchantment do not incur a death penalty. (Attribute: Smiting Prayers).
This skill's crying out to be put in Smiting, but since that would discourage its use I would suggest keeping the scaling quite minimal. Adding the damage when the person dies would give you some benefit even if it was removed and make it more useful for people under its effects who want to be reckless (bear in mind that they can be reckless with their energy too since when they are rezzed again they will have it all back again).
Tbh I think this skill is like Frenzy was - considered to be bad but just because nobody had found an actually decent practical use for it, so I would avoid overbuffing it. However, decreasing the recharge and more importantly the activation would make it a lot more useable.
