Issue
Even though the fact that Caretaker's Charge provides both healing, damage, and energy is great, it still is not effective enough when, for example, a player is suffering from conditions, hexes or any other kind of serious damage and needs to escape and heal at the same time. In order to heal, you need to attack your enemy which puts you under an even greater risk of suffering more damage and even death. Plus, the healing that Caretaker's Charge provides (5...41...50) is simply not sufficient to give enough time to either avoid or counter-attack the enemy.
Along the same lines, when health is low or you are suffering from health degeneration, you need to heal but there are no foes in sight and you cannot attack anyone - you cannot heal, which is also a drawback.
Suggestion
I would suggest to either cancel the requirement of attacking someone in order to heal; or increase the health gain
Eg. Caretaker's Charge Caretaker's Charge -

5 Energy1 Activation time4 Recharge time - Elite Spell - "Target foe is struck for 20...64...75 lightning damage. If you are holding an item, you gain 5 Energy and 20...82...97 Health."
