The time capsule is an idea for the pre-searing tutorial part of the game. It is intended to be a one-way storage system that will allow Perma-Pre characters to place items and gold into a hidden cache that can be found in post-searing at the same location and any characters of the same account can pick up.
Now I know what you are thinking: "But that goes against the lore/time line of the game. Pre-searing is supposed to be a one day moment in time that only ends when the specific character heads to the academy to begin training. The items placed in the cache should only be available to the character that placed the items there."
Well that could arguably be seen as simple nit-picking. The ability to kill the Undead Lich AFTER defeating the Great Destroyer or the ability to speak to allies that exist years in the future through Alliance Chat could be equally argued against. There's also the lore issue of the character's implied ability to foresee the searing that's presented with the implementation of the time capsule. Well, if there was a massive guild war and thousands of Charr knocking at Ascalon's doorstep, I'd hide some supplies in a hidden cache for safekeeping in case either of these threats happened to breach the walls of Ascalon.
Now a 3rd problem with this idea, is that the pre-searing should remain simple and no more updates should be made that blur the lines between pre and post. This update is as more or less minor & hidden as the Charr Salvage Kit or Charr Bag. The simple fact is that players are all ready sending items to post by trading them to a "mule" character, made for the sole purpose of being seared. A large problem with this process, is that you require a 3rd party to hold your items for you while you switch characters or accounts. There are many players that would, and do take advantage of this need, and will scam players by keeping the items that are temporarily given to them by the first player. This feature would allow players to simply place their items in the hidden cache, and return in post with another character and pick them up, with no hassle at all.
Implementing this would be as simple as adding a quest that a historian or archaeologist would give to the player, once items have been placed in the cache in pre. Of course this wouldn't work in reverse, cause everyone knows that's not how time flow works =)
