Summary of Mesmer Skill Description Changes[edit]
These effects were pretty much all in addition to the current functionality of the skills, i.e. Empathy still does damage on attack, etc:

Chaos Storm - X Energy loss per second on struck foes
Complicate - interrupt any skill, disables on interrupt
Empathy - hexed foe does X less damage
Mind Wrack - hexed foe loses X energy and takes X damage when targeted by Mesmer skills
Overload - bonus +X damage if foe is using a skill, also damages all adjacent foes
Panic - hexes target and all nearby foes. When a hexed foe uses a skill, all nearby foes are interrupted
Signet of Weariness - all nearby foes suffer Weakness for X seconds in addition to energy loss
Arcane Conundrum - user gains X energy when hex ends
Calculated Risk - Target does +10 damage with attacks, but 50% chance to take that damage themselves instead (Maximum X)
Frustration - Double damage if a skill was interrupted
Imagined Burden - Knocks down hexed foe and all adjacent foes when hex ends
Migraine - hexes target and all adjacent foes, spells cast by hexed foes are easily interrupted
Signet of Clumsiness - if target is attacking, target and adjacent foes are interrupted. Any foes using attack skills are knocked down
Soothing Images - Target foe attacks X% slower
Keystone Signet - For X seconds, the next X times you use a signet that targets a foe, that foe and all adjacent foes take X damage and are interrupted
Mantra of Signets - you have +X armor for each equipped signet. Whenever you use a signet you gain X health
Illusionary Weaponry - You have +X armor for each Illusion Magic skill you have equipped
Psychic Instability - If that action was a skill, that foe and all nearby foes are knocked down for X seconds (50% failure with FC 4 or less)
Symbolic Celerity - For X seconds, all your signets use your Fast Casting attribute instead of their normal attributes
