The best way to balance this shit is to change it into an active form of caster punishment instead of a cast-on-recharge hex with a long duration. Any of the 'next time' suggestions sounds like a plan. I like the last ones... a backfire would be more or less destructive depending on the amount of power you're using. A destructive force that remained static no matter how much power you used doesn't make sense. Hex removal is so meta right now (and for the most part, easy) that Backfire really isn't that big of a deal. Since the VoR nerf, most people who run a build with backfire are probably not covering it...which means it's not as big of a threat.

If ridiculous hex removal is meta and ridiculous hexes are meta, then it's balanced. Hell, most of the henchmen from the henchmen contest are hexway....so what're you going to do against that?
Seriously though, if you get someone who's covering backfire on you (especially as a monk) then you're right, it's overpowered and needs to be changed. However, in the current meta, VoR, Backfire, and Empathy (along with other hexes) are typically spread out and not covered because of the adverse affects to VoR's damage. So, hex removal is not really that OP against backfire atm. It is against other hexways, but the standard dual-VoR backline is fine for right now.
