Smoke Canisters are acquired by talking to Petras in the Gyala Hatchery mission. He provides up to three canisters. Allied Siege Turtles will automatically aim on the spots where the Smoke Canisters are dropped as long as these bundles are in radar range, so only taking one canister from Petras can be advisable if you want the turtles to only shoot at one target.
