An exploit is a term used to describe the abuse of a bug to unfairly benefit a player. Exploits can be as obvious as bugs that allow players to duplicate items or as subtle as finding an unintended way to complete a mission.
ArenaNet considers all exploits to be a form of cheating, however they have never precisely defined the term. Nevertheless, their longstanding policy has been to ban players who are caught doing anything that provides an unfair advantage. ANet will also release a rapid game update to remove newly-discovered bugs that can be exploited.
