I suggest rebalancing Amity to be more useful for monks.

Elite Hex Spell. For 2...24...30 seconds, adjacent foes cannot attack you and cast spells that target you. For each foe, Amity ends if that foe takes damage. This skill is disabled for 30 seconds.
