It's no doubt Shadowform is overpowered and used from anywhere to finishing FoW in 15 minutes to running dungeons and farming. Rather than nerfing it to oblivion, I have a suggestion that will still make it useful and stay in line with other Assassin skills.

Basically make it an elite version of Critical Defenses, a short duration skill that will be refreshed whenever you make a critical hit. Reduce the recharge to 30 seconds and change functionality to: "Elite Enchantment Spell. For 4...9...10 seconds, all hostile Spells that target you fail and all attacks against you miss, but you deal 11...29...33% less damage. Shadow Form refreshes every time you land a critical hit."

Notice that the health loss was removed as part of the change. With the higher probability of losing Shadow Form (due to lack of critical hits), and the limitation that you need to fight to keep it up, the skill is limited enough to warrant an additional punishment if it ends, almost guaranteed to kill the Assassin instantly.

Damage reduction is now also scaling, and if you want to deal more damage, it will be at the expense of a shorter and more unreliable upkeep of Shadow Form.

With a high attribute in Critical Strikes, you should still be able to keep it up near permanent while fighting. You will no longer be able to use the skill for running dungeons and to clear elite areas in a fraction of the time it normally takes. It should still find some use in farming builds.
