Inform the Refugees of the new shelter the emperor has built for them.

  • Find the refugees in Shenzun Tunnels.
  • See Emperor's Hand for your reward.



The hardest part of this quest is finding Imperial Guardsman Yang to get it. While he isn't far from the entrance to Zin Ku Corridor, he is on a different level which requires going to the northern end of the area, climbing up, then heading back south, with several large groups of Jade Brotherhood along the way.

Once you have the quest, simply enter Shenzun Tunnels from Tahnnakai Temple and follow the quest marker. There are few foes along the way. Talk to all three refugees in the order indicated by the quest marker, then go to Raisu Pavilion to claim your reward.

"Many Canthans are being displaced from the city and forced down into the Shenzun Tunnels because they have nowhere else to go. By the emperor's orders, we have completed work on a public shelter. Find those in need of a home and bring word that they now have someplace to go. I am sure the Emperor's Hand will reward you well."
Yes Accept: "I will spread the word to the refugees of the emperor's kindness."
No Decline: "The word of the day is...no."
Ask Ask: "Please tell the refugees in the Shenzun Tunnels that there is shelter for them in the city."
