If you've completed the quest The Search for a Cure but haven't done Seek out Brother Tosai and follow-ups, all the Am Fah in the area will be friendly and he won't spawn until you finish the quest chain. It should be noted that if you choose the Refuse to Drink chain, Sun will spawn during A Monstrous Revelation.
