District
Districts are zones within towns or outposts. There are language districts for each territory where players of that territory would normally play; however, in the top left hand corner of the screen there is a drop down menu to travel freely to other territory’s districts. Also if there are a lot of players in one district, a new district will be created so that the original district doesn’t become too crowded with players. This is to avoid massive latency and the chat window being unreadable.
The "main" District 1 of any outpost is always accessible, and additional districts are created and closed depending on player counts. The size limit varies by outpost and festival status[1]. Usually players can freely travel between districts, but will be unable to enter full districts, or districts that are no longer deemed necessary and planned for closing. Festival finales will only trigger in districts that existed at the start time, no events will occur in districts created after the scheduled time.

- District numbers for festival-specific instances of towns, such as Lion's Arch (Halloween) will be entirely separate from the non-festive versions of the same town.
- During special events such as Wintersday, some locations have previously been known to have over 200 districts.
- Districts are often abbreviated by players. For instance, American District 1 will be referred to as "ae1."
- Sometimes when you enter European districts, it will appear that you are not in your current guild.
- When a district is first created, NPCs will rotate themselves to their correct orientation from a shared default. This is easily observable on Xunlai Chests in Guild Halls.
- The International district has always been the designated hub of activity in PvP outposts, especially in Heroes' Ascent.
- Prior to the May 8 2018 update, the amount of people allowed per district was generally limited to 100.
