Lower recharge time to 10 seconds, lower energy cost to 5. Change functionality to: "Bow Attack. If this attack hits, target foe's action is interrupted. If that action was a Skill, you gain 1...7...9 energy and Disrupting Shot recharges 50% faster."

Similar numbers to Savage Shot (10 energy cost, 7 recharge). Change functionality to: "Bow Attack. If this attack hits, target foe's action is interrupted. If that action was a Spell, target foe loses 0..4..5 Energy."
Addendum
At the moment, Ranger bars are fairly static. What Rangers need is more skills which can compete with their current skills, which also means serving similar purposes. With the suggested statistics and effects, it can safely share it's place with Savage Shot as a spammable interrupt, with a slightly bigger emphasis on the interrupt part, and a smaller emphasis on the spammable.

The recharge is too long for what this skill does. Savage Shot can be used twice as much. D-shot costs less energy, recharges faster, and has a much more useful effect.
Suggestion
To start off: lower cost to 5e, reduce recharge to 10secs. Keep the 40+ dmg, but add a 2ndary effect such as Bleeding for 5-10 secs. Bleeding gives it a little more "damage" without making it too spiky.

In my humble opinion, this interrupt skill is not specialized enough to make it a viable option for a Ranger's skill bar. The Ranger has a wide choice of interrupt skills, all with special effects: Knockdown, Dazed, skill disable, + damage and so on. Most of them are fully effective only against casters, since they require a spell to be interrupted for their bonus effect to trigger. Only the bonus effects of Disrupting Lunge, Distracting Shot and Punishing Shot work against any skill.
As it seems to me, this skill was introduced with good intentions: To give Rangers a non-elite alternative to Punishing Shot. Unfortunately, this went awfully awry; it's recharge is too long for an interrupt, and it's bonus damage is too conditional for a damage skill.
Suggestion
Instead of simply tweaking Disrupting Shot's numbers, i suggest to give it a unique functionality among the Ranger's interrupt skills. To achieve that, i have in mind to sort of combine the effects of Lightning Javelin and Sympathetic Visage:

Bow Attack. If this attack hits, you strike for +5...17...20 damage. If Disrupting Shot strikes an attacking foe, that foe is interrupted and loses 1 adrenaline and 1...3...3 Energy.

Bow Attack. If this attack hits, you strike for +5...17...20 damage. If Disrupting Shot strikes an attacking foe, that foe is interrupted and loses 1 adrenaline and 1...3...3 Energy.

Concise description
Bow Attack. Deals +5...17...20 damage. Interrupts attacking foes. Interruption effect: Target foe loses 1 adrenaline and 1...3...3 Energy.

Addendum
By implementing these changes, the Ranger would get a specialized, interrupt-like, + damage bow attack which allows him to severely punish non-casters, while at the same time being no real threat to casters (except for the unconditional bonus damage). The adrenaline loss seems not much, but a Warrior for example a) would lose the adrenaline for the attack skill he eventually was currently activating, b) would get no adrenaline from the interrupted swing and c) would have to make a normal attack to regain the 1 adrenaline lost by Disrupting Shot before being able to use the next adrenaline skill. This would be enough to stop an "adrenaline spike" and would give the healer some more time to react. At Marksmanship rank 12 and above, the Energy loss would equal one pip of energy degeneration, assuming one hits and interrupts an attack everytime Disrupting Shot recharges. This doesn't seem too much for me.
I hope that my ideas are not too absurd, and I am looking forward to some feedback on the discussion page.

Bow Attack. Interrupts an action. Deals +13...25...28 if that action was not a spell.
This would make it an alternative to Savage Shot. If you expect to see or be targeting more signets and other non-spell skills, you would take this to optimize the chance you'd get the bonus damage.
