The Guardian of Whispers guards the entrance to the innermost area of the Chantry of Secrets. That area is only accessible after completion of the Nightfall campaign (that is, the Abaddon's Gate mission), and contains the statue of the Goddess of Truth. Kneeling at that statue summons the Seer of Truth, the goddess' avatar, which in turn grants access to the Domain of Anguish.
