This profession would best be described as an offensive musician, although you could change the flavor of the skills and have a totally different kind of profession. Basically a siren caller would deal AoE damage and possible line of sight damage. The main types of skills would be shouts like paragons, but instead of chants, they would have sirens (which would have a larger range and be primarily offensive as well as a really good way of over aggroing if you aren't careful ;-P) and whispers (which would influence enemies and allies in various, but progressive effects, meaning that the effect gets stronger over time).
This class would be mid line and not have a weapon mastery (unique and to set apart from paragons). its damage would come from whirling staves in the air making a sound by passing air through holes in the staff (much like playing a flute, but more suited for battle). This weapon style would obviously have no physical component and therefor could not be blocked or blinded (would need to have some way to balance that...) and would be AoE (earshot) making it a super powered wand (2 handed) making up for lack of weapon mastery. The damage would be equivalent to wanding or slightly better. Finally, there could be attacks in all the attributes and would probably be one of the most common types of skills.
sirens would cost no start up energy but instead, would cost energy regen like maintaining enchantments but you cannot stop the effect once started. the center of effect stays where you first cast it, like spirits. Whispers could cause a change in behavior of the target such as forced movement, conditions, or buffs.
some examples for attributes would include: Volume: increases the power and range of your shouts and sirens. Has lots of AoE and line of effect skills (line of sight) Tempo (primary): decreases set up times for sirens and whispers and increases attack speed a small amount (spin that sound stick faster!!!) focus: increases your offensive power on non-AoE skills (this would be whispers as mentioned above and would only be under the focus attribute). Also has line of effect skills. synchronize: borrow the power of an ally by calling for his help. allows for bonuses and skills that take effect when your ally targets your target (an ally when healing, an enemy when attacking)
