Issue

After the recent buff this skill became more popular however the effect of random kd is relatively minor and isnt elite owrthy when compared to cry of frustration and the like.

Suggestion

Make the kd scale based on fast casting (1..4(3?))sec or just set it to 4(3?) sec.

Probably drop the FC requirement, so that secondary classes may use it too.That way it will see much more play and could be base for lots of builds.Don't think this would make it overpowered.
