Though this skill is quite powerful as an anti-signet skill, its use it just to niche for it ever to be run. It's also more awkward to run than other signet counters since you have to spend 5 seconds putting it up.
Suggestion
I would give it a wider-ranging use. In fact, it could be almost totally re-worked, but failing that I would go with something more like:
Primal Echoes Primal Echoes. 10 Energy 3 Activation time 45 Recharge time
Nature Ritual. Create a level 1...8...10 Spirit. For non-Spirit creatures within its range, Signets cost 8 Energy to use and Spells cost 40% more Energy to use. Whenever one of these creatures uses an adrenaline skill, they gain 1 Energy. This Spirit dies after 15...75...90 seconds.
OK, well I'm not too sure about this, but basically I thought that a skill with a very "primal" theme should punish use of more advanced methods and reward more brutal attacks. Therefore, I made it affect spells as well, but give energy whenever an adrenaline skill is used. I was going to simply add the energy cost to both signets and spells (and reduce it to ~5), but that would really kill most healers as all 5Energy spells would cost 10Energy. As it is, they only cost 7Energy, although more expensive spells would cost more {e.g. 25 -> 35). I figured this might work in a team based around warriors and maybe some paragons and/or thumpers et.c. since it would punish casters but reward them.
