Issue
Almost everything about this skill (energy cost being the exception).
Suggestion
Make this skill a healing skill for spirits. For 5 energy, 2 sec activation, 15 sec recharge. "Allied Spirits in earshot are healed for 30 to 100 health."
2 second activation should hinder Spiritway but the skill should generally help Ritualists maintain high cost spirits in other attribute lines at the cost of reducing their maximum level.

BUFF IT! E.g.:
5 Energy 1 Activation time 15 Recharge time
Spell. Target foe takes 5...41...50 damage. If that foe is in the area of a corpse or Spirit, you and all allied Spirits within earshot steal 2...16...20 health from that foe.
Here the damage is made unconditional, but decreased to make up for it (bear in mind that Spirit Burn can do as much damage every 6 seconds, although that's not armour-ignoring). The extra health steal makes it more damaging (using Spirit Burn again for comparison you would get 3 seconds of burning here, which is less but again you can get it more often) and at the same time gives you a way to heal your spirits, but makes it rely on having them up. Also, the reduced area for the condition means that even if you have lots of spirits in earshot to steal health they still need to be in the area of one (or a corpse) for it to work at all, though I think maybe this would make the corpse bit kinda obselete (though ofc having you steal health also means that even with no spirits you can get something out of a corpse, though it's maybe nto really worth it). Finally, decreasing the horrible recharge makes it a bit more useable, but it still becomes more of a less-often used but more powerful skill rather than a spammable one (like a slow Spirit Burn).

Change PvE functionality to:

Binding Ritual. Create a level 1...8...10 Spirit (20 seconds lifespan). Whenever non-spirit foe dies within Spirit range, Lamentation deals 15...63...75 damage to foes nearby that foe, and Lamentation takes 15...63...75 damage. This Spirit dies after 20 seconds.
