Dao Weng is a dishonest merchant and a member of the Crimson Skull. He has an argument with a Tengu, Swift Honorclaw, over grain in front of his associates. This embarrasses him so he hires Panaku to assassinate the Tengu. He does not tell Panaku the details, but assures him a crime was committed.
