Walk over the bridge. In front of the gate to the Ascalon Academy stands Sir Tydus. Talk to him.

Accept: "I like good news."

Decline: "Leave me be."

When asked about quest: I'm certain Sir Tydus is around here somewhere. He seemed anxious to talk to you.
