- Speak to Guardsman Pongtu [sic] in Xaquang Skyway.
- Locate Imperial Guardsman Tingjo in the Shenzun Tunnels. Obtain a shelter pass from him.
- See Yikaro for your reward.

- "I am sorry to bother you, but...please...I could really use some help. I lost my wife to the plague, and the ministry burned down our house during the quarantine. Now, my children and I have nowhere to go. The guards will not let us in to the refugee camp without a shelter pass, but unfortunately, in the mad rush to leave our home, I forgot our pass. When I returned to get it, the house was already engulfed in flames. Please...can you help me procure a shelter pass for me and my children? I was told that Guardsman Pongtu [sic] here in Xaquang Skyway might have a few left to hand out."
- Accept: "For the children!"
- Decline: "I don't have time to help you right now."
- When asked about quest: "Were you able to get a shelter pass from Guardsman Pongtu? [sic] My children are tired of sleeping alongside bums and vagrants"

- "If you are looking for a shelter pass, I cannot help you. My orders are to let no one through without one. If you are in dire straights, I suggest you look for Imperial Guardsman Tingjo. He is currently combing the sewers for survivors, giving out passes to those in need."
Imperial Guardsman Tingjo
- "Your friend is in luck. I have been authorized to hand out passes to those needing shelter. Have your friend give this pass to the camp guards, and he and his family will be allowed inside."
