We must not forget the purpose of the Ebon Falcons is to fight the Charr. Having them appear only in Kryta only draws them away from their original purpose. During the War in Kryta, either a Shining Blade member or an Ebon Falcon will join the party. But once The Battle for Lion's Arch is completed, shouldn't the Ebon Falcons return to the Charr Homelands to resume their purpose, which is to fight the Charr I believe?
I consider the Charr Homelands to be almost as hard as the new White Mantle foes, especially for players who only own Prophecies and Eye of the North. Having a random Ebon Falcon join a party in the Charr Homelands could sure give the player some help. After all, the only reason why they were fighting the White Mantle is because the Shining Blade asked them to. So my suggestion is, once the player completes the war in Kryta, the Ebon Falcons should return and resume operations in the Charr Homelands. Whether you choose to let them join the player in dungeons like Rragar's Menagerie, I leave to your discretion.
