Secondary quests are side quests, and can provide experience and items, and even sometimes unlock certain skills for your character. These quests are usually given by NPCs in towns and outposts, but occasionally may be given by NPCs you meet in explorable areas, and sometimes even during other primary quests and missions.
Often, a particular NPC will not have any secondary quests available until certain other conditions have been met (i.e. certain map areas unlocked, or quests active). Some NPCs might even have multiple secondary quests available, and these might have their own little side storyline.
Unlike Primary Quests, secondary quests do not need to be completed to progess in a certain story line, and the player can come back later and complete these quests at their leisure.
Secondary quests are usually listed under a sub-heading in the Quest Log, divided by the area the quests were obtained in. Like Primary Quests, there may be multiple tasks to do to fully complete these quests.
