Captain Rujiyo is organizing the defense of Shing Jea Island during the Dragon Festival.

- Shing Jea Monastery (Only during the Dragon Festival; does not appear until the third day [June 29] of the Dragon Festival when the first two missions are offered.)
Dialogue[edit]
During Dragon Festival 2006:
- "I am Captain Rujiyo of the Imperial Guard, appointed to this post by the emperor himself. We know little of the enemies invading Shing Jea Island, save that they are winning the battle. We must do everything in our power to swing the fight in our favor."
During Dragon Festival from 2007 onward:
- "Greetings. I am Captain Rujiyo of the Imperial Guard, appointed to this post by the emperor himself. I hope you are enjoying yourself at the Dragon Festival. *wink* I am assessing the current threat level of the violent encounters occurring across Shing Jea Island."
How can I help the emperor? (Only when he is offering a mission.)
After Dragon Festival:[verification requested]
- "Have you heard the good news, <character name>? We are victorious! The enemy has been routed and driven out of Cantha! The Dragon Empire endures!"
- "Go get yourself a drink!"
