[edit] Diversion and such

Should skills like Diversion and Power Block really be in the list? They do not "increase recharge time" as stated, they disable the skills. Disabled skills and Recharging skills are different things, although similar. The difference is pretty important as skills and equipment that decrease recharging time will not work against Diversion, Blackout or Power Block. --Drake of Storms 17:09, 9 January 2008 (UTC)
