Vizier Khilbron is the last known survivor of Orr following The Cataclysm, and the ex-advisor to King Reza of Orr. He is responsible for the Cataclysm after reading a dark incantation from the forbidden scrolls, defeating the Charr army at the gates of Arah, but, in turn, destroying the entire kingdom.

Evennia of the Shining Blade makes a deal with him that, in return for the Scepter of Orr (which they had acquired earlier in Riverside Province), he will lend his aid to the conflict between them and the White Mantle. He makes various appearances throughout the storyline, aiding players by giving them advice, casting enchantments on the party, and various other things. In the Ring of Fire island chain, he tricks players into opening the Door of Komalie, setting free the Titans which he then controls using the scepter, and reveals his identity - the Lich Lord.

Spoiler alert: The following text contains spoilers relating to the story of the Nightfall campaign.

The Nightfall campaign reveals that Terick, an Orrian citizen (who was in reality Razakel, a demonic agent of Abaddon) had convinced Khilbron into using the dark magic that caused The Cataclysm.
