Spoiler alert: The following text contains spoilers relating to the story of the Prophecies and Eye of the North campaigns.

The Scepter of Orr is a relic from the kingdom of Orr which has the ability to control the undead, control the Titan army and open the Door of Komalie.

Following The Cataclysm, it was lost until recently when a group of White Mantle found it in a tomb (suggested to be Majesty's Rest). The undead ambushed the group, as they stayed behind to hold off the undead while one of them escaped with it to the Temple of Tolerance. From there, following another undead raid, Dinas, a scribe of the White Mantle, escapes with the scepter and is escorted back to the temple after the players clear it of undead.

Much later, it is stolen back from the White Mantle by the Shining Blade in the Riverside Province mission. From there, it is traded to Vizier Khilbron - the Lich Lord in disguise. He retains it for a period of time, commanding the newly-freed Titans and setting out to conquer Tyria. Following the Lich's defeat at the end of Hell's Precipice, the scepter vanishes mysteriously, its fate is unknown.

At the end of Eye of the North, Livia can be seen finding the scepter.

The Staff of the Mists was a twin to this Scepter, and created at the same time.

The Scepter of Orr controls forces from beyond the known reality, such as undead or titan, and makes this outer world obey the bearer's will; this staff controls the mind world. It alters a player's energy while being wielded or by being near.
