The Scepter of Orr is a relic from the kingdom of Orr which controls forces from beyond the known reality, such as the titans, and makes this outer world obey the bearer's will; this staff controls the mind world and as such alters a player's energy when wielded or near by. It is the twin of the Staff of the Mists.

Following the Cataclysm, it was lost until a group of White Mantle found it in a tomb in Majesty's Rest during the events of Prophecies. However the group was ambushed upon leaving the tomb and were forced to sacrifice themselves to allow one of their number to escape with the Scepter to the Temple of Tolerance. From there, following another undead attack, Dinas, a scribe of the White Mantle, escaped with the Scepter. The latter part of the D'Alessio Seaboard mission involves locating Dinas to ensure the Scepter's safety.

Later in the storyline it is stolen from the White Mantle in a plot by the Shining Blade, involving the players, during the Riverside Province mission. From there, it is traded to Vizier Khilbron - the Lich Lord in disguise. He retains it for a period of time, commanding the newly-freed Titans and setting out to conquer Tyria. Following the Lich's defeat at the end of Hell's Precipice the Scepter vanishes mysteriously, its fate unknown.

Sometime after the War in Kryta, Livia finds the Scepter of Orr, as seen during Ogden's Benediction.
