Banished Dream Riders are spectral horsemen and powerful mesmers that can be seen wandering the Chaos Planes in the Underworld as well as the Rift. They are servants of Dhuum.

In the Underworld they sometimes appear to be alone, but their deaths will spawn a group of three Mindblade Spectres. Killing those Mindblades will then be followed by a new spawn of six Mindblades and then further on by a spawn of nine Mindblades. Some Banished Dream Riders can also be found in groups of two with a Wailing Lord. When in a group Banished Dream Riders do not spawn Mindblades.

In the ruins of the Tomb of the Primeval Kings they can be found accompanied by Terrorweb Dryders, Scythes of Chaos and Grasps of Insanity. These Banished Dream Riders do not spawn Mindblade Spectres.
