The Grasping Mask is obtainable by collecting 250 Victory Tokens throughout the Dragon Festival 2008 weekend.
It is delivered by Emperor Kisu, near the end of his speech in Shing Jea Monastery. You need to have the 250 Victory Tokens in your inventory when the Emperor spoke, but no other action (such as interacting with him or using an emote) is required.
