Victory Tokens can be redeemed for a variety of items from Sheng Yi and Seiji, who are located near the Xunlai in the Shing Jea Monastery, or from Zaishen Supply Masters in Lion's Arch, Kamadan, Jewel of Istan and the Great Temple of Balthazar.
