You can Campaign Travel by clicking the travel option on the map of any campaign or go to your guild hall and map travel to this location.
If you cannot find this location on your map (for example, if you try to map travel from your guild hall) then try going to a port town (like Lion's Arch) and map travelling from there which will subsequently unlock it on that character's The Battle Isles map.
