Rune Trader

From Guild Wars Wiki

Rune Traders are NPCs that sell runes and insignia. Unlike merchants, the price of the runes are based on supply and demand from the player base, so it is possible that a rune trader may not have a particular rune for sale, or they may not buy a particular rune.
