This suggestion is part of my overarching Skill Rebalance Project. The one line summaries:
- Fast Casting -- Affecting recharge or casting.
- Domination Magic -- Primarily caster shutdown and punishment hexes.
- Illusion Magic -- Martial shutdown and degeneration hexes.
- Inspiration Magic -- Energy management, healing and protection.
Each rank of Fast Casting decreases the activation time of your spells and signets by 4%. (Cannot reduce activation times of non-Mesmer skills below 1 second.) In PvE, each rank of Fast Casting also decreases recharge time for your signets and Mesmer spells by 3%.
5 1 Elite Spell. Echo becomes the next skill you use for 10...18...20 seconds. That skill's activation and recharge times are reduced by 25...65...75% and it uses your Fast Casting attribute instead of its normal attribute.
1 15 Elite Signet. Your next 1...5...6 signets activate instantly, interrupt and deal 10...42...50 damage to foes near your target. Initial effect: recharges your other signets. End effect: recharges your other signets.
5 1 15 Elite Spell. For 10...26...30 seconds, this spell is replaced by target foe's elite skill. That skill's activation and recharge times are reduced by 10...42...50% and it uses your Inspiration Magic attribute instead of its normal attribute. Target foe's elite skill is disabled for the duration of this spell.
