The old Random Arenas, formerly known as Competition Arenas, were located at one of the islands south of Lion's Arch. The outpost was renamed and moved to the Battle Isles in the January 19, 2006 update. You were able to reach them via Lo Pan the arena guard in Lion's Arch.
