Blinding Surge (PvP)
Elite Spell. Target foe is struck for 5...41...50 lightning damage and Blinded for 1...4...5 seconds. If that foe is under the effects of an Enchantment, all adjacent foes are also Blinded for 1...4...5 seconds. This Spell has 25% armor penetration.

Elite Spell. Deals 5...41...50 lightning damage. Inflicts Blindness condition (1...4...5 seconds). Blinds adjacent foes if target foe is enchanted. 25% armor penetration.
